YOUR TEAM
Within the Directorate Central Route Charges Office and Finance, the Central Route Charge Office (CRCO) collects route charges on behalf of its Member States. The CRCO runs an effective and centralised system which ensures that these charges – essential to the funding of the European air traffic management system – are recovered. Our services include billing, collecting and disbursing route charges to Member States. We also offer similar services for terminal navigation charges and communication charges for Member States, as well as air navigation charges (en-route and terminal) for non-Member States.
Our route charges system is a regional cost-recovery system, in line with ICAO’s charging policies and the Single European Sky regulations. We bill airspace users on a monthly basis, collect charges and distribute the amounts collected to the States and air navigation service providers.
YOUR ROLE
Your role will be to:
- Define a strategic plan for the evolution of the billing systems and services, and coordinate and ensure its implementation with internal and external stakeholders.
- Lead and manage the service’s activities and resources (personnel and financial) and ensure compliance of services, quality/best practices and time objectives.
- Produce operational requirements, procedures and manuals for the charging systems to support and facilitate the exchange of data supporting the billing process with the ANSP’s and the daily activities of the team members.
- Improve internal flow of communication and data exchange with NM to optimise services.
- Ensure States and airspace users are aware of and comply with the rules governing the charging systems and ensure the regular adaptation of the air navigation charges legal instruments.
- Act as focal point for national administrations, airspace users and internal/external partners.
- Lead and participate to program improvements and to the development of new working practices in view of optimizing effectiveness of the services.
- Produce statistics and simulations, draft working papers, participate to (or lead) projects, committees and/or working groups, etc as needed.
- Carry out any other task in line with the main purpose of the job.
REQUIRED QUALIFICATIONS, EXPERIENCE & COMPETENCIES
- University studies of at least 4 years in a relevant domain or university studies of at least 3 years plus 1 year relevant professional experience, or professional training of an equivalent level.
- Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- Minimum 10 years of experience in a relevant field (e.g. air navigation charges, ATM operations, airlines, flight planning, Network Manager).
- Proficiency in airspace structures and routes, ICAO and EU regulations, and aircraft types.
- Experience in statistical analysis and reporting.
- Presentation and English drafting skills.
- Stakeholder management skills.

- The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become basic users of French at level A1 before the end of the probation period.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

- Duration of appointment: This is an appointment for a determined period of 5 Year(s). It could be extended up to a maximum of 9 years or converted into an undetermined contract.
- Internal candidates
- If selected, the person will keep their current type of appointment duration (undetermined or determined).
- The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
- This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the successful candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities.
- The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
- In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications.
